Newfoundland and Labrador form the easterly province of Canada. It is composed of the island of Newfoundland and the continental region of Labrador. Newfoundland and Labrador's capital is St. John which is Canada's largest census metropolitan area. St.John has a large number of residents. The Newfoundland and Labrador Provincial Nominee Program allows the province to nominate skilled applicants for Permanent Resident. It has three main categories-

  • Express Entry Skilled Worker
  • Skilled Worker
  • International Graduate

This provincial program is great for qualified and skilled workers and also for international graduates because it not only explains the program requirements but also assists and guides them through an application process. Annually the province may nominate up to 1,050 individuals through NLPNP.

Express Entry Skilled Worker

Through the Federal Government’s Express Entry Program, the Provincial Government nominates the skilled candidate with a job offer for permanent resident. The eligible candidates may apply through the NL Express Entry Skilled Worker category after acceptance of the federal Express Entry pool. Now we discuss the requirements of this program-

  • The candidates must have the acceptance of IRCC’s Express Entry pool.
  • The candidate needs to show their proof of Express Entry Profile Number.
  • They must have a 4 digit job seeker validation code from IRCC.
  • The applicants must have a high skilled job offer or job from an employer in Newfoundland and Labrador. The job must be in NOC skill listed, level 0, A, or B.
  • The offered job should be for a minimum of 2 years from an eligible employer in Newfoundland and Labrador province.
  • The candidate’s remuneration should be in form of a salary. It should cover the provincial employment standards and the benefits package. It should be equal to the prevailing wage rates.
  • If the candidate's job duration is less than 12 months, then it will not be granted as a valid job offer.
  • The candidate must have to meet all the above-mentioned criteria, if not he or she will not be eligible for the Express Entry Skilled Worker Category under NLPNP. But they need not be worry; they may apply under the NLPNP Skilled Worker category or the NLPNP International Graduate category.

There are few more requirements-

  • The candidate needs to score a minimum of 67 points out of 100 on the PNP point assessment grid.
  • The candidate must have an IRCC work permit with at least 4 months remaining at the time of the application.
  • The candidate must have a Canadian post-secondary degree or diploma. If not may show the report of an Educational Credential Assessment (ECA) which is from an agency approved by IRCC. The submitted ECA must match the education level declared in the Express Entry profile.
  • You have to mention your intention ability to settle in Newfoundland and Labrador.
  • You must have sufficient funds to settle in Newfoundland and Labrador.
  • You need to provide your language test report in the Express Entry profile.
  • The refugees are eligible to apply to the NL Express Entry Provincial Nominee Program, with their pending application. But they must have Canadian work experience which is gained legally to qualify.

Other than the above-mentioned requirements, proof of eligibility for provincial licensure or certification is mandatory.

 

Skilled Worker

This category is especially for prospective immigrants and international workers who have the skills to work in the local labor market. They must have a guaranteed work order or should be working in the province on a valid work permit.

 

The required criteria are discussed below-

  • The candidate must have a full-time job offer or job. It should be for a minimum of two years.
  • The remuneration of the candidate must cover all the needs and maintain the provincial standard of living. If the job offer or the job valid for only 12 months, it would not be eligible for NLPNP.
  • The age limit of the candidate should be between 21 to 59 tears.
  • You should have all your qualifications, training, and skill certificates with you for the job.
  • You should have an IRCC work permit with a minimum of 4 months validity at the time of application.
  • You must have sufficient funds to maintain yourself and your dependents in the province.
  • You must have an intention and ability to settle in the province permanently.
  • You must have the language capability in English or French which serve the purpose of job duties.
  • The refugees are eligible to apply to the NL Express Entry Provincial Nominee Program, with their pending application. But they must have Canadian work experience which is gained legally to qualify.
  • If the candidates have equity participation in a business, the share of the candidate must not transcend 10%.

 

International Graduate

This program is basically for Graduate students who have a post–graduate work permit (PGWP) and a specific job or job offer from an employer in Newfoundland and Labrador.

The basic requirements are mentioned below-

  • The candidates need to complete a minimum of half of their studies in Canada.
  • The graduation of the candidates must be from a Canadian University or college.
  • You should complete your 2 years diploma or degree, or 1-year post-graduate degree program from outside of Canada may be granted.
  • The candidate must have a full-time job offer or job. It should be for a minimum of two years.
  • The remuneration of the candidate must cover all the needs and maintain the provincial standard of living. If the job offer or the job valid for only 12 months, it would not be eligible for NLPNP.
  • The age limit of the candidate should be between 21 to 59 tears.
  • You should have all your qualifications, training, and skill certificates with you for the job.
  • The candidate must have an IRCC Post Graduate Work permit. It should be submitted with the PR application and with a minimum of 6 months validity.
  • You must have an intention and ability to settle in the province permanently.
  • You must have sufficient funds to maintain yourself and your dependents in the province.
  • You must have adequate language skills in English or French. If you are nominated for an occupation that is classified in NOC C Or D, you have to meet the minimum requirements of language.
  • If the candidate completes his or her studies outside of Newfoundland and Labrador, the offered job must be related to the field of study.
  • If the candidates have equity participation in a business, the share of the candidate must not transcend 10%.
